Print out the pattern to a size you like and glue the copy to a piece transfer it to a piece of heavy duty cardstock or cardboard. Cut around the outer edges of the flag part, omitting the pole. 2. The inner markings are to be used as a guide and do not have to be followed perfectly. 3. To start off, tear each colored tissue paper into small 1 inch pieces and create a wad with each piece. Add a good amount of glue to the first area you wish to fill. Adhere the wads next to each other filling up the spaces and making sure not to leave any openings. Continue following the pattern until the flag is filled. 4.
